I. Policy procedures and review mechanisms:

Based on the needs of regional industrial development and characteristics of school development, the Innovation and Incubation Center focuses on the electric machinery and guides the precision machinery industry manufacturers in Taichung City and Changhua County. To promote industrial upgrading and the development of small- and medium-sized enterprises (SMEs), our university has set various management key points and methods for the Innovation and Incubation Center as follows: (Please refer to the appendix for the key points and methods)

II. Organizational planning and development vision:

Based on the key points for establishment, the Center requires a director in charge of its development and overall operation, under which a manager is responsible for promoting various academic and industry collaborations and attracting investment, and an assistant for internal administration, budgetary control, and accounting management. In addition, the Operation Committee is set up to be responsible for entry review and audit of manufacturers and assisting the expert team accountable for guiding the manufacturers’ technology research and development and industry–university cooperation.

 

1. Director of the Center: Appointed by the president; be responsible for presiding over or coordinating various businesses of the Center to coordinate the business development and goal planning of the Center.

2. Operation Committee: The director of the Center serves as the convener, with five to seven committee members recruited by the president to manage the development of business, personnel assessment, and revision of relevant regulations.

3. Guiding expert team: It consists of full-time teacher researchers of our university.

4. Project manager (responsible for promoting manufacturer counselling and industry–university cooperation and attracting investment) and project assistant (responsible for budgetary planning in accounting, fund management and control, and general affairs).

                                                

Through the policy guidance and examination mechanism of the Center, combined with the local government’s planning and regional industrial development, providing academic research and development with energy support, counselling SMEs to apply for relevant government research and development subsidy programs, assisting manufacturers to obtain research and development funds and achieve academic and industry cooperation, the industry, government, and academe are linked to achieve a triple-win strategy of mutual prosperity, mutual development, and resource sharing.
