Relationships with NGOs, Regional and National Government
Does your university as a body have direct involvement in, or input into, national government SDG policy development - including identifying problems and challenges, developing policies and strategies, modelling likely futures with and without interventions, monitoring and reporting on interventions, and enabling adaptive management?
 
Members of the University serve as committee members in various central organs including the Executive Yuan, Ministry of Education (MOE), and Ministry of Science and Technology (MOST), assisting the policy development process by identifying problems and challenges as well as by formulating policies and strategies. These members also assist the central government in establishing adaptive management systems that suit the governance and evaluation systems of government units. At the local level, the University has been assisting the Changhua County Government by introducing resources and designing an industrial development plan that is well adapted to local cultural characteristics. The University also provides professional courses to train talent with the goal of minimising the gap between education and practice. In addition, based on the expertise of the University (teacher-training and the academic fields in which the University specialises), we have either directly or indirectly participated in improving various national sustainable development policies. For example, faculty member Professor Chien-Hui Lin was a non-government member of the 3rd session of the Gender Equality Committee of the Executive Yuan, and Professor Li-An Lilian Kuo a member of the 7th session of the Gender Equality Education Committee of the MOE. Moreover, the Centre of Teacher Education was commissioned by the MOE to implement and manage the platform of Educational Internship Information (https://reurl.cc/d0vDk). From 2015 to 2017, the MOE-subsidised teacher development programme included the University. Following the transition of the University from a teacher-training-oriented to a comprehensive university, the previous advantages of teacher cultivation and corresponding achievements remained outstanding. To eliminate educational inequality in Taiwan, the University has provided enhanced learning support through its E-Learning Centre, including the active promotion of distance learning, development of multi-media teaching materials, application of digital materials, curriculum certifications from the MOE, and establishment of a well-developed e-learning environment. The university established the Cloud Course platform to support teaching and learning activities. The practice has received various subsidies and awards from the MOE. In addition to the traditional training of Chinese language teachers, the University also established a cooperative relationship with Cleveland State University (CSU) in the United States in 2016 and 2018. Specifically, the two universities established a Chinese language pre-course that provides simultaneous distance learning opportunities for students. The credits students obtain from studying the module can be counted as credits counting towards the Master’s Degree in Chinese Language at CSU. This practice has attracted both domestic and international students wanting to pursue a career in Chinese language teaching in the United States, thereby stimulating the application intentions of international students from disadvantaged groups.
 
The University plays an important role in the formulation of national policies. Specifically, the Centre for Teacher Education has undertaken the implementation of various national policies and key projects, directly and indirectly influencing the implementation of policies at the national level. In addition, the Centre cooperated with teachers, teacher organisations, and teacher unions to promote and implement the corresponding projects and programmes.
