At the end of 2020 the Office of International and Cross-strait Affair (OICA) hosted a workshop that shared MOE funding resources available for international exchange projects with NCUE faculty, such as the Learning to Build Dreams Program series, the Taiwan Experience Education Program (TEEP), and the Cooperation and Exchange Program- ASEAN and South Asian Countries (aka New Southbound Program). The participants of the event include Dean Yong-ling Lai of the College of Engineering, former Acting Dean Han-wen Li of the College of Science, Director Shu-fen Lin of the Graduate Institute of Science and Education, and Director Jing-fang Li of the Center for General Education. The OICA stated that, in order to encourage NCUE faculty to apply for project funds, the Office will visit the colleges or departments that ask for further information in hopes of enhancing their excellence in teaching and research.
 
OICA Dean Ling-yu Wen pointed out that, in order to put the idea of internationalization into action, the Office is self-positioned as an office that serves not only overseas students but all faculty and students. Therefore, in addition to actively expanding overseas cooperation, the Office shares relevant resources to increase the international participation of teachers and students through the workshop. 
 
The workshop detailed government-funded programs. The series of "Learning to Build Dreams Program” includes "Learning to Build Dreams" (excluding China, Hong Kong, and Macao) and " New Southbound Learning to Build Dreams" (including Australia and New Zealand) programs. They require an instructor to propose an overseas internship plan integrated with a professional course. It offers students opportunities to gain internship experience at overseas institutions or companies and expand international participation, facilitating the cultivation of professionals with global views and practical experience. An internship lasts from 30 days to 1 year. The leading instructor or principal investigator of the project of three or more students will receive a 14-day subsidy during the period.
 
The TEEP sponsored by the Ministry of Education is to recruit more outstanding young students with development potential to come to Taiwan for short-term research or internships in hopes that they delve into Taiwan’s educational and academic advantages and choose to stay in Taiwan to study further or work afterward. The program aims to include worldwide university students or young university graduates (New Southbound countries are preferred). The time period of stay in Taiwan is one to six months. The TEEP is open to applications from August to October each year and implemented from January to December the next year.
 
In recent years, some foreign students in the Ph.D. program at NCUE College of Science have been recruited through the TEEP. They applied for admissions after completing the project. Those who are good at the English language are expected to be helpful for NCUE's research upgrade. According to the OICA, the Office will be able to assist in recruiting overseas students through NCUE’s partner universities for those who are planning to apply for the project grants.
 
As for the "New Southbound Project", it covers foreign and domestic projects. The former includes holding camps, sending resident representatives to manage marketing activities, or selecting students to Taiwanese companies for internships for 2 weeks (4 weeks for new immigrants’ children) in specific countries, and selecting faculty and students abroad for academic research, training, giving lectures or recruiting teaching and research talents to come for teaching and conducting research for more than 6 weeks. The domestic part includes the establishment of special research talent classes, holiday schools, research and development elite classes or Southeast Asian language courses, and holding academic activities (academic conferences, seminars, forums, workshops).
 
The workshop also explained the application process of project grants for recruiting foreign chair professors and visiting professors, as well as for hosting international academic conferences. Aside from inquiring in detail about various programs and grant issues, the workshop participants also provided suggestions and exchanged ideas on the promotion of related businesses.
