Notes for Application

Application Method and Deadline

There are two ways for submission:
  1. Submission by post (or in person): the submission by post must be postmarked by the deadline; any late submission will not be accepted. The time for accepting in-person submission is Monday to Friday (not including public holidays) 9:00 am to 5:00 pm; submission out of the specified period of time or late submission will not be accepted.
  2. Submission by E-MAIL:the applicant shall convert the required documents (pages 5-7) into PDF format, and E-MAIL them to admiss@cc2.ncue.edu.tw.

Eligibility

1. A person of foreign nationality who has never held Republic of China (R.O.C.) nationality and who does not have overseas Chinese student status at the time of his/her application.

2. A person of foreign nationality who meets the following requirements and who in the immediate past has resided overseas continuously for at least six years (up to August 1, 2018):
  a. A person who at the time of his/her application also holds dual R.O.C. nationality shall have never had household registration in Taiwan.
b. A person who before the time of his/her application also held dual R.O.C. nationality but no longer does at the time of his/her application shall haverenouncedhis/her R.O.C. nationalitywith the approval of the Ministry of the Interior on a date at least eight full years  (up to August 1, 2018) before making his/her application.
c. The persons referred to in the preceding two subparagraphs must have never previously undertaken studies in Taiwan as an overseas Chinese student nor have accepted a placement by the University Entrance Committee for Overseas Chinese Students in the current academic year.

A foreign national who was selected by a foreign government, organization, or school to study in Taiwan in accordance with the Education Cooperation Framework Agreement, and who has never had household registration in Taiwan may be given exemption from the restrictions set out in the preceding two paragraphs if the competent education administrative authority gives approval.

A person who held both foreign and R.O.C. nationalities and applied for annulment of his/her R.O.C. nationality before the date of effect of the February 1, 2011 amendment to the Regulations Regarding International Students Undertaking Studies in Taiwan may apply for admission as an international student in accordance with the provisions in place before the amendment and is not subject to the restrictions set out in Paragraph 2.

The aforementioned ROC nationality is defined in accordance with Article 2 of the Nationality Act:

A person shall have the national of the ROC under any of the conditions provided by the following Subparagraphs:
i. His/her father or mother was a national of the ROC when he/she was born.
ii. He/she was born after the death of his/her father or mother, and his/her father or mother was a national of the ROC at the time of death.
iii. He/she was born in the territory of the ROC, and his/her parents cant be ascertained or both were stateless persons.
iv. He/she has undergone the naturalization process.
Preceding Subparagraph 1 and Subparagraph 2 shall also apply to the persons who were minors at the time of the amendment and promulgation of this Act.

  3. An applicant of foreign nationality, who is eligible for permanent residence in Hong Kong or Macao, who has never had household registration in Taiwan, and who at the time of his/her application has resided in Hong Kong, Macao, or elsewhere overseas continuously for at least six years.
  4. An applicant who was formerly from the Mainland Area has foreign nationality and has never had household registration in Taiwan, and who at the time of his/her application has resided overseas continuously for at least six years.

 

 The term overseas used in Paragraph 2, 3, 4 refers to countries or regions other than the Mainland Area, Hong Kong, and Macau; the term reside overseas continuously means that an international student has stayed in Taiwan for no more than a total of 120 days in each calendar year. When calculating the number of consecutive years spent overseas, if the initial or final year of the period is not a complete calendar year, any time spent in Taiwan in the initial or final year must not exceed 120 days.

The only exceptions to this method of calculation are for those who fulfill one of the following requirements with supporting documents. It is not counted when calculating how long they were in Taiwan in a particular year if the person has documentary proof that they:
i. Attended an overseas youth training course organized by the Overseas Compatriot Affairs Council or a technical professional training program accredited by the Ministry of Education;
ii. Spent a total period of less than two years undertaking Chinese language classes at a Chinese language center at a university or tertiary college which has Ministry of Education approval to recruit students overseas;
iii. Spent a total period of less than two years in Taiwan as an exchange student; or
iv. Spent a total period of less than two years undertaking an internship that they came to Taiwan to undertake with the approval of the designated central competent authority.

  5. International students must have graduated from the high schools, colleges or universities recognized by the Ministry of Education (for more information, please visit: http://depart.moe.edu.tw/ED2500/). International students with a foreign high school diploma may apply for the Universitys undergraduate programs; those with a bachelors degree or an equivalent academic qualification may apply for the Universitys Masters programs; those with a Masters degree or an equivalent academic qualification may apply for the Universitys doctoral programs.
※ Graduates from the schools in Hong Kong or Macau where the graduation grade is equivalent to the second grade of Taiwans high schools may apply for the Universitys undergraduate programs, but need to take 16 additional credits within the study period in accordance with the Universitys requirement to complete their study.

Documents Required for Application

1. One copy of application form (with a recent 2 inch hat-off bust photo attached) (see Appendix).
2. A photocopy of the passport or other documents for proof of nationality. A photocopy of the Alien Resident Certificate is required if available.
※ If the applicant meets the provisions in Article 2 of the Ministry of Educations Regulations Regarding International Students Undertaking Studies in Taiwan, has a foreign nationality as required and possesses (or possessed) a ROC nationality, then the applicant needs to provide immigration records for the past six years, certificate of ROC nationality renouncement or other supporting documents.

4. Checklist and Affidavit for International Students Seeking to Study in Taiwan (See Appendix III)
5. Academic credentials

The highest academic credential from a foreign school or equivalent documents proving the academic qualifications and the transcript authenticated by a Taiwan Overseas Representative Office or an institute established or appointed by or a private agency commissioned by the Executive Yuan (If the documents are in languages other than Chinese or English, an authenticated Chinese or English translation should be additionally attached.)
  a. Academic credentials from Mainland China: The provisions in Method for Recognition of Mainland China Academic Credentials shall apply.
b. Academic credentials from Hong Kong or Macau: The provisions in Method for Verification and Recognition of Hong Kong and Macau Academic Credentials shall apply.
c. Academic credentials from other areas:
(a.) The academic credential from an overseas Taiwanese school or a school in Mainland China for Taiwanese merchants shall be regarded as the same as that from a domestic school of an equivalent level.
(b.) Foreign academic credentials from schools other than the two areas referred to in the preceding paragraphs shall be processed in accordance with the provisions in Method for Recognition of Foreign Academic Credentials by Universities. However, if the academic credential is issued by a foreign school established or with a branch established in Mainland China, the academic credential shall be notarized by a notary public in Mainland China and authenticated by an institute established or appointed by or a civil group commissioned by the Executive Yuan.
※ If the authentication process cannot be completed before the application deadline, a signed Affidavit for Presentation of Admission Documents (see Appendix VI) must be submitted. If admitted, the student must provide at registration the original copy of diploma and transcript authenticated by a Taiwan Overseas Representative Office or an institute established or appointed by or a private agency commissioned by the Executive Yuan. The admission will be cancelled if such documents cannot be submitted on time.
※ The transcript must include grades for courses in every semester.
※ If the applicant is a recent graduate, the diploma does not need to be submitted for the application, but must be submitted at the time of registration, otherwise the admission will be cancelled. (http://www.taiwanembassy.org)

  6. A copy of autobiography in Chinese or English (Study plan should be included for the applicants for doctoral or Masters programs.) (See Appendix IV)
7. A proof of financial resources or a proof of scholarship (please choose one of the following).
a. A photocopy of proof of financial resources issued by a financial institution within the past three months which demonstrates financial sustainability for the students study in Taiwan.
b. Proof of full scholarship offered by a government agency, university, college or a civil organization.
※ If the certificate of deposit is not under the applicants name, the proof of sponsors financial resources and certificate of deposit are required (see Appendix V).
  8. For an application for admission to a doctoral program, the applicant needs to submit a Masters thesis. If the thesis is written in a foreign language, a summary in Chinese or English is required (this requirement is waived if the applicant needs not write a Masters thesis, but relevant proof documents must be provided).
