I. Preface
NCUE is a soaring buzzard, unfolding its infinite magnificence. The Greyfaced buzzard is the Changhua County Bird, also the mascot of NCUE. This raptor has sharp eyes and wide, strong wings which symbolize vitality and excellence. Serving as the President, Yen-Kuang Kuo senses that he carries great responsibility. He has adopted this “Vitality, excellence, solicitude for society, and Internationalization” as the core spirit that represents NCUE.
National Changhua University of Education has been a leading university for its quality environment and emphasis on teaching and research. The transformation of our school is a huge success. Since its’ founding in 1971, NCUE has received many budget subsidies for the projects in teaching excellence, academic research and industry-academy cooperation. The Taiwan government has provided fifty billion dollars in resources to top researching universities in Taiwan.

Compared with traditional normal schools, NCUE has advantages in the fields of engineering and management; compared to other comprehensive universities, our school has unique competitiveness in teacher education. However, the declining birthrate has had a great impact on each university. Our school has encountered a tough challenge for enrollment.

II. Implementation Strategies for Educational Operations
1. Administrative service
(1) Form highly efficient administration teams, delegate and decentralize responsibility, establish networking among each administrative units.
(2) Emphasize administration educational training, establish sound evaluation system, reward the strong and encourage the weak, motivate employee spirit, build an energetic team.
(3) Strengthen the function of University Development Advisory Committee, rely on business and management talents, assist planning school affairs and managing finance.
(4) Review practice regulations and implement them, improve the efficiency of meetings and carry out all mechanisms promptly.
(5) Create a modern electronic campus, establish data bases and electronic platform for the whole school, and promote campus internet telecommunications.
(6) Carry out electronic official document system and document on-line submission and approval system within one year, create a limited time for official documents processing, and simplify operation flow.
(7) Pass on NCUE’s love without gender bias, implement gender equity, respect the diversity, and balance the participation to create gender-neutral campus.
2. Teaching excellence
(1) Prioritize character education and reshape campus core values. NCUE takes great pride in promoting a philosophy of humanistic qualities, social justice, and volunteer service.
(2) We are focused on student development. Course reform should be reflected as student learning outcomes. General courses and professional curriculum should be unified and reflect core competencies that can be easily found on a curricular platform map.
(3) Elevate the school’s competitiveness by acquiring and supporting excellent teachers and students and, establish a Center for Public Relations to handle admissions and public relations affairs.
(4) Teacher education is the mission and strength of our school. The mechanisms for guidance and teaching should be build on a firm platform of guidance so as to maintain our leading role in Taiwan.
(5) Raise the function of Language Center and make our school the major location in central Taiwan to learn a variety of languages.
(6) Make good use of the budgets for Teaching Excellence Project and other projects to build sound teaching and guidance mechanism and improve teaching facilities and network platform.
(7) Offer model digital teaching materials, encourage and assist teachers to develop digital teaching materials, and promote digital learning and distance teaching.
3. Research Excellence– Research is very essential for a university. We emphasize the distribution of resources from the bottom to the top of the organization, balance the development needs of every institute, to make breakthroughs of consequence.
(1) Bottoming: Injecting resources into those institutes that are restricted by lack of resources so as to develop and enhance their capability for research and academic performance.
(2) Top notch: Every institute develops at least one “Key Featured Research Project”, and form a research group, bringing the energy of group research into realization.
(3) Set regulations for subsidies to manage significant research plans and the purchase of expensive instruments. Found the Center for Expensive Instruments to manage and maintain them.
(4) Develop the seven colleges equally. Support each other, strengthen the cooperation between different colleges and create new research directions.
(5) Reward teachers who have high quality papers and work published in journals. Enhance the reward for industry - university cooperation and transformative techniques.
(6) Set up expectations for the teachers in humanities, education and sociology for research, academic publication and book writing.
(7) Enrich the library’s collection and subsidize every colleges and departments to purchase books and information data base they need.
(8) Make the counseling mechanism for new teachers complete. Encourage them to do research and support the publication of professional contributions and papers.
4. Funding
(1) Endeavor to get the grants supported by the Top University Project, and set up the top research center supportive resources.
(2) Endeavor to get the grants to support the Teaching Excellence Project, making good use of the College of Extension Education, Innovative Incubation Center and the Language Center to increase income allocations and support.
(3) Tie in with the Central Taiwan Science Park’s fourth phase of expansion and make efforts to find opportunities for school-business partnerships and employee training.
(4) Endeavor to raise funds from enterprises and alumni. Make the financial position transparent, and arrange it effectively to increase income and save on spending.
5. Campus construction
In order to cultivate student's moral and ethical development, we should improve our development of the Arts and Humanities. Jin-De Campus covers 24.9 hectares, and Bao-Shan Campus covers 26.2 hectares. The College of Science has been moved to Bao-Shan Campus, where the number of students has increased gradually. However, the slope area doesn't allow to construct large-scale buildings. We have to plan the development of two campuses properly:
(1) transform the Jin-De Campus: elaboration and elegance
a) Remodel the front gate entrance and cooperate with the government to embellish the Jin-De Road.
b) Build a swimming pool to provide teachers and students a place to do exercise and training.
c) Renovate and beautify the buildings that have reached their lifespan, such as College of Arts, College of Education, and College of Social Science and Physical Education, by fusing outdated construction with new renovations to blend classical elegance with an eclectiv modern vision.
d) Construct large-scale venues for art exhibitions and performing arts to make our school an important destination for the celebration of regional arts in Taichung and Changhua. In this way, we can fulfill the idea of implementing friendly community and enhance the cultural aura on campus as well.
(2) Develop Bao-Shan Campus: Health LOHAS
a) Accelerate the renovation of the front gate, cooperate with county and city governments to rebuild the peripheral access roads to the campus.
b) Construct the College of Science and the tenth dormitory.
c) Amplify and landscape the spaces of College of Technology and Vocational Education and the College of Management.
d) Add administrative subdivisions in Bao-Shan Campus, providing administrative support and services for teachers and students.
e) Introduce post offices, convenience stores and restaurants that offer healthy delicious food to the campus.
(3) Strive for expanding school grounds: Sustainable development Bao-Shan campus is adjacent to the forest reserve which was entrusted to Changhua County Government by the Forestry Bureau. It covers about 220 hectares with beautiful landscape of Baguashan and access to a natural ecology. With the premise of obtaining consensus from all students and staff, we seek to expand the school grounds actively to create open green campus with both ecological conservation and health LOHAS.
6. Buzzard’s Soaring Flight Around the World
Localization is an important element of starting internationalization, and Changhua has a strong cultural heritage and abundant tourist resources. Collaboration with local government on international exchange will provide positive benefits for both entities.
(1) Found the Office of International and Cross-strait Affairs for recruiting students abroad, helping international students and academic exchange.
(2) Promote the Chinese language, train Chinese teachers and create an appropriate environment for foreign students to learn Chinese since Chinese is highly valued in the world.
(3) Positively strive to hold international academic seminar, assist departments to get international authentication, and invite international famous scholars to come for lectures.
(4) Build an environment of English language learning, provide globalization and immersion courses, reinforce the enrollment of foreign students, and build a multi-culture environment within the school.
(5) Reinforce the exchange with the teachers and students of sister schools, and positively promote Dual-Degree Programs.
(6) Encourage students to attend in international volunteer services and international technical ability contests.
(7) Improve the English version of school website to increase the visibility in the world.
III. NCUE Is the Hometown Deep in Our Mind
1. Make the school home, student-based, and support and affirm the teachers’ devotion to and development of students.
(1) Reinforce the welfare and health of teaching and administrative staff while offering sport and art activities that include families and retired teachers to increase affective interaction.
(2) Take care of disadvantaged students by offering scholarships for more student workers and providing emergent financial relief scholarship; budget for scholarships to encourage outstanding students to study further at NCUE for master’s or doctoral degrees.
(3) Operate in coordination with the President’s Education Award screening by creating a NCUE education Award to encourage outstanding students to overcome adversity.
(4) Reinforce the safety and quality of off-campus rental houses for students.
(5) Attach importance to student clubs, encourage diverse learning opportunities, foster team spirit, and develop leadership talents.
(6) Care for the society with Bai-Sha’s love: The Mountain Service Club at NCUE has been recognized among the Top Ten Outstanding Service Clubs for two consecutive years. The Fishing Village Service and Sign Language Clubs received Excellence Award for Service and Leisure from the Ministry of Education. This reflects our emphasis on the training of students to devote themselves to care for and serve social vulnerable groups.
2. Reward teachers and ease the burdens of teaching
(1) To provide equally rewarding opportunities for outstanding teachers in a variety of different areas, review measures for rewarding teachers and for selecting Chair professors and distinguished professors
(2) Reward teachers with outstanding teaching, research and service, general education teachers and teachers of distinction on a continuous basis.
(3) Amend the regulation for decreasing teaching hours to essentially reduce teachers’ teaching pressure.
(4) Review teacher evaluation system to make every college maintain proper flexibility based on teachers attribution; Establish “no evaluation” rule that teachers can avoid being evaluated when reaching certain standards.
3. Reinforce the functions of the Alumni Association
(1) Integrate the influential force of alumni and encourage departments to hold Homecoming activities; Enhance services to alumni and enlist available resources from them.
(2) Build a school-industry corporation platform, and strengthen the connection with the alumni of EMBA, IMBA and industrial circles.
(3) Reinforce career guidance for graduates, and invite outstanding alumni to give speeches or attend symposiums to inspire current students.
4. Reinforce NCUE’s connection with and to community and local government.
Share school resources with community residents, build up the relationship with local government, exercise an influence in community decisions, and exercise a leading role in developing the community.
IV. Conclusion
“Bai-Sha’s farsighted and wise forerunners encouraged the work of cultivation to reap its fruits everywhere; the inheritance of this responsibility is on our shoulder.”
The challenge that we meet on the way up to the peak isn’t easy, but we won’t be lonely either. It is expected that all the teachers and staff will share these ups and downs, and will fly with us through all of these obstacles like our mascot the gray-faced buzzard, helping our school to step into the future as an excellent and distinguished university. Only when we work in concert with each other is our tradition carried on. Together, we can make great achievements, glorify the brand of NCUE, support students and teachers in their endeavors of teaching, studying and service, and most importantly, make our lives satisfying and complete.
